Health Minister Tony Ryall is claiming another record increase in elective surgery.
He says there were 7500 extra operations in the last 12 months, bringing the total to 153,000.
"This is the fourth year of record increases since the change of government in 2008," he said on Thursday.
Labour's health spokeswoman Maryan Street says Mr Ryall is getting what he paid for.
"More hip and knee operations are fine but they're coming at the cost of primary health care," she said.
"Community-based prevention and health education programmes are being cut left, right and centre."
